South American Workshop on the Conservation of Albatrosses and Petrels" 
held in Uruguay in September of last year:

The South American Strategy for the Conservation of Albatrosses and Petrels 
was agreed upon at this workshop and is included in this document.  This 
initiative is encouraging and furthers the international Agreement for the 
Conservation of Albatrosses and Petrels

and the FAO International Plan of Action for the Reducing Incidental Catch
