Hi,
New information concerning turtle and seabird bycatch rates in the
California longline fishery are causing a delay in the finalization of the
Pacific Highly Migratory Species Fishery Management Plan (HMS FMP). A work
session will be held in San Diego, California on 29 - 30 April 2003 to
discuss this (please see details below) .
If anyone wants to see the preliminary bycatch data, I can send it via
e-mail (pdf). Black-footed albatross bycatch was pretty high for the
California longline fishery, as was suspected. The data was from 586 sets
from Hawaii to California from 1997-2003. Data was divided east and west of
145 degrees, 140, 135 and 130 degrees and then north and south of 34
degrees. The data didn't include any seasonal information. Also, only dead
birds are included in this data (observers report alive-injured,
alive-uninjured and dead). It should be assumed that alive-injured are dead
(precautionary), and that there is unknown additional bycatch from
depredation of other animals once they are hooked.

East of 145: BFAL = 0.24/1000 hooks LAAL = 0.04/1000 hooks
West of 145: BFAL = 0.27/1000 hooks LAAL = 0.20/1000 hooks
East of 140: BFAL = 0.23/1000 hooks LAAL = 0
West of 140: BFAL = 0.23/1000 hooks LAAL = 0.15/1000 hooks
East of 135: BFAL = 0.22/1000 hooks LAAL = 0
West of 135: BFAL = 0.23/1000 hooks LAAL = 0.12/1000 hooks
East of 130: BFAL = 0.21/1000 hooks LAAL = 0
West of 130: BFAL = 0.23/1000 hooks LAAL = 0.10/1000 hooks
North of 34: BFAL = .16/1000 hooks LAAL = 0.01/1000 hooks
South of 34: BFAL = 0.31/1000 hooks LAAL = 0.17/1000 hooks
Sets (198 observed) strictly from the California longline fishery
(sometimes fishing in similar areas as the closed Hawaii longline fishery)
was slightly higher for black-footed albatrosses:
BFAL = 0.28/1000 hooks LAAL = 0.01/1000
